Harcus was unveiled at the headquarters of Komenda Chorągwi Dolnośląskiej ZHP (Lower Silesian Scout Troop Command) on ul. Nowa 6 during a regional scout rally attended by over a thousand scouts, cubs, and instructors. The dwarf was commissioned by ZHP to celebrate the scouting tradition in Lower Silesia and to give the organisation a permanent, cheerful presence in the city.
